Lebanon extradited ex-General Adel Issa to Syria for war crimes, marking a significant development in ongoing legal actions against former regime officials.

Lebanon has handed over former General Adel Issa, a key figure who served under the ousted regime of Bashar al-Assad, making it the first extradition of its kind since Assad’s government fell. The extradition, a notable event in the ongoing legal pursuit of former officials, follows a series of actions by Syria aimed at holding accountable those who fled after the regime’s downfall.

At 67 years old, Maj Gen Adel Issa faces a multitude of allegations pertaining to crimes reportedly committed during the Syrian civil war, which saw its conclusion in December 2024 following the fall of Damascus to rebel forces and the subsequent fleeing of Assad. Issa was detained on 8 August after appearing at the Syrian embassy in Beirut to finalize paperwork, and he was formally transferred to Syrian custody on Wednesday.

The handover of Issa comes in response to increasing pressure from Syria’s new leadership on Lebanon to take action against former security and military figures who sought refuge across the border following the regime’s collapse. The interior ministry of Syria has indicated that Issa had led ground forces in the eastern province of Deir Ezzor until 2016, and he is accused of serious charges including murder and ‘torture leading to death’ as well as crimes intended to provoke civil war and sectarian violence.

During his arrest, judicial authorities indicated that Issa denied the various charges leveled against him. The decision to extradite is based on a decades-old agreement between the two neighboring countries, established in 1951. Following this handover, Issa’s case is expected to be presented to a referral judge in Damascus, who will determine if it should advance to a criminal court.

This incident follows a recent initiative by Syrian authorities, which involved presenting Lebanese officials with a comprehensive list containing over 200 former senior officers they wish to see prosecuted. Since coming to power, President Ahmed al-Sharaa’s administration has actively pursued legal action against many former officials.

Further complicating matters, a Damascus court has recently sentenced Assad and his brother Maher to death in absentia for abuses committed during the civil war, occurring just after they fled to Moscow when Sharaa’s forces took power. It has also been reported that their relatives, Waseem al-Assad and Atif Najib, have been apprehended in Syria and similarly sentenced to death.

As Syria continues its efforts to implement justice for atrocities committed during the civil war, the extradition of Adel Issa marks a pivotal moment in its legal proceedings against former regime members.
