Premier League’s Richard Masters addresses frustration over the delay in the verdict regarding Manchester City’s 115 alleged financial breaches.
Premier League chief executive Richard Masters has publicly acknowledged the frustration surrounding the prolonged wait for the verdict on Manchester City’s 115 alleged financial breaches. The decision, anticipated since the club was charged in February 2023, remains pending even after an independent commission hearing concluded in December 2024.
During a launch event on Tuesday, Masters drew attention to the ongoing delays, emphasizing the necessity of adhering to due process. “As every day elapses, we must be a day nearer. I obviously can’t comment on it. I do understand the frustration. It has taken longer than expected, but we have to follow the process,” he stated.
Masters stressed the importance of ensuring the independent commission verifies the truth behind serious allegations, asserting that the timeline should not compromise the thorough investigation. He remarked, “In the end, the Premier League’s responsibility is to ask the Independent Commission to look at serious allegations and to establish the truth. That shouldn’t be qualified by it taking too long, for example.”

The Premier League’s lengthy deliberation stands in contrast to the situation faced by Chelsea, which was fined £10 million and received a suspended transfer ban due to their willingness to cooperate with authorities. Such willingness, contrasting the stance of Manchester City, has drawn scrutiny, as Masters stated, “In the situation with Chelsea, obviously it’s historic. It’s very different to PSR cases. In the case of Chelsea, the new owners came forward with all the information, and we decided to enter a sanction agreement.”
The complexities surrounding Manchester City’s case have caused an extended legal battle. The Premier League’s alternative route with Chelsea was noted as a result of their cooperative nature. Masters provided insight into the challenges faced, stating, “Lacking complete evidence and key witnesses in other complex historical investigations makes contested commissions the only viable option, even if they result in ongoing delays.”
Fans and football analysts are closely monitoring the developments as Manchester City continues to compete for the Premier League title under new squad cost ratio rules. The independent commission is expected to release its comprehensive findings following the conclusion of its deliberations. Should Manchester City be found guilty of the charges, they could face severe penalties, with points deductions that might significantly impact the landscape of English football.
