CIA Chief Ratcliffe Warns Russia Against NATO Attacks

CIA Director John Ratcliffe made a secretive visit to Moscow to caution Russia against NATO aggression as tensions escalate in Ukraine.

U.S. CIA Director John Ratcliffe made a surprise trip to Moscow this week to warn Russia against attacking NATO, according to multiple media reports, as fears of further escalation in the Ukraine war grow.

Ratcliffe’s first publicly known visit to the Russian capital as CIA chief came to light on Tuesday, when a U.S. Air Force jet was spotted arriving at a Moscow airport, and footage of a diplomatic motorcade moving through the city emerged on social media.

The purpose of Ratcliffe’s trip was first reported Wednesday by The Wall Street Journal, citing unnamed sources briefed on the visit.

Politico and CBS News separately confirmed the motive of the trip, citing multiple sources familiar with the matter. CBS News noted that Ratcliffe also addressed Iran, warning of additional sanctions if the vital Strait of Hormuz does not reopen to shipping traffic.

The Trump administration has threatened Iran’s trading partners with secondary sanctions as it increases pressure on Tehran’s economy following six months of war involving the U.S., Israel, and Iran.

Spokespeople for the CIA and the Russian Embassy in London were unavailable for immediate comment. U.S. President Donald Trump described Ratcliffe’s meeting with figures from Russia’s intelligence services as “semi-routine.” He stated that “something may come out of” the Moscow visit and expressed Washington’s desire for an end to the Russia-Ukraine war during an interview.

Kremlin spokesperson Dmitry Peskov stated that Ratcliffe did not meet with Russian President Vladimir Putin and declined to specify whether the discussions concerned Ukraine or Iran. “I can only tell you that contacts took place through the intelligence services,” Peskov commented.

Russia and Ukraine have traded an escalating series of drone and missile strikes beyond the front lines recently, raising concerns about further conflict escalation.

Analysts have warned that Russia’s full-scale invasion could soon reach a more dangerous phase. Ukrainian President Volodymyr Zelenskyy has indicated that Putin is preparing to escalate the situation.

Zelenskyy recently urged international allies to ramp up sanctions pressure on Russia and provide Ukraine with enhanced air defense support.

Russian forces have increased missile strikes on Ukrainian cities in the past weeks, likely aiming to exploit Kyiv’s shortages of ballistic missile interceptors.

Zelenskyy has continually called for international partners to expedite the supply of these defenses, arguing that such technology could have prevented casualties in recent attacks.

Katia Glod, deputy head of foreign policy at the New Eurasian Strategies Centre think tank, observed that Ratcliffe’s trip was an “unusual visit” but not the first of its kind. The last known visit by a CIA head to Moscow was in November 2021, when William Burns warned Russia about troop movements toward Ukraine. This warning preceded Russia’s full-scale invasion just weeks later.

Glod emphasized the importance of Ratcliffe’s trip, highlighting his strong support for Ukraine and the need for communication as tensions escalate. She noted recent incidents in Germany and Britain, indicating that the level of communication between the U.S. and Russia must increase due to the escalating situation.
